Resort Village of Turtle View Amalgamation Analysis and Review Committee Update Sept. 23 /24

The Committee to analyze and review the potential of an amalgamation with the Resort Village of Turtle View was kicked off this past week.

5 areas of analysis were identified to create a clear picture for SSVB residents that will be fact based for you to make an informed decision on yes or no to amalgamation.

An objective for the review was agreed upon.

Committee members were assigned to lead each area of analysis.

Committee to meet later in October to share our findings and determine next steps in the analysis. 

We will update our progress to you as we complete the process.

The committee is committed to ensuring you have clear information for you to make the best decision for the SSVB community and not based on opinion or biases. 


Committee Objective

Making the transition to join another municipality should not be taken lightly or allow  personal bias to influence decisions.

  • To shed personal bias and the minimizing of the impacts of an amalgamation with Turtle View Resort Village, a list of areas of impact will be created.

  • The areas of impact will be individually addressed from a financial and functional perspective (wherever possible) to provide the decision makers the best possible insights. 

  • When a final decision is made on amalgamation or to remain status quo, the decision will be an informed one.

  • Every effort will be taken to ensure the information provided is fact based to minimize speculation.


5 Areas of Analysis (Darryl Greening Chair)

  1. Governance model: Community direction and decisions, org structure

Blair Debruyne Lead

  • Compare zoning and building permits

  • Compensation for Mervin if Amalgamation would occur?

  • SSVB Reserves: is some to be earmarked or all gone to a common reserve fund

  •  Compare 5 yr plans Turtle View and Mervin. How is the 5 yr plan with SSVB created today vs what it would be with the Resort Village of Turtle View. How would or should the future plans be created? Major projects being funded today.

  • Compare Governance organizational structures

  • Bylaw enforcement

  • Oversight of projects, day to day oversight of maintenance activities


2. Water Plant and system: Risks, support from RM, governance

John More Lead

  • Review of risks of equipment / components of water plant and system for costs and potential for failure.

  • Compare governance today vs how oversight and funding would work in the Resort Village of Turtle View.


3. Taxation: Comparative study between RMs. 

Darrel Oracheski lead

  • Establish assessment and tax burden scenarios for both Mervin and Resort Village of Turtle View that SSVB could relate to.


4. Fire Protection: Comparative study between RMs. 

Michael Smith Lead

  • Fire protection (Overview and potential time response)

  • EMS response (Would there be any change? If so time impacts)

  • RCMP (Would there be any change?)


5. RM facilities: Lagoon, Transfer site

Arvid Eskelson Lead

  • Resort Village of Turtle View lagoon and waste transfer site ability to manage increased volumes.

  • Future expansion of lagoon plans. (Costs and timelines)

  • SSVB waste management approach and funding. Compare present day to future state if amalgamation occurred.

Thank you to the amalgamation committee:


I would like to know a few things please and correct me if i am wrong on any issues

  1. Currently we receive around 40% back from the RM of Mervin and we can use those funds however we choose, what amount if any would we have to use at our discretion if we change governance models?

  2. What would the council voting structure look like? People can say and promise what ever they like but at the end of the day when it come before a council, those people vote and make the final call. If we only have 2 voting voices we could be overruled on every issue.

  3. In the event of a disaster…
